About I got this information from a person (Mark Crowther) of "The Week in Chess" today regarding what's happened to Internet access:

" Its the fall out from the FIDE Commerce take over by Ilyumzhinov.
I understand they're trying to sort it out. I don't have an inside track
in FIDE but the person I asked was pretty confident it would be
back soonish."

No: fideonline is an alias for the old, who only publishes FIDE ratings; now they added a small news section, but it's not the FIDE standard and complete website.

Despite that, I guarantee that site is running from over an year, and fideonline is an alias, created on May. The site manages, as in the past, only the FIDE ratings.
